They Say Rates Are Being Cut: Should I Refinance My Loan?

I have a mortgage I took out five years ago at a variable rate, and lately there's been nonstop talk of rate cuts. I'm not sure whether refinancing now would be a loss or a gain.

There are still prepayment penalties left... How do you experts handle this?
