What happens to open-source models if AI regulation bills pass?

Related news keeps coming out lately. Some take the view that the open-source community will effectively not be hit very hard, while others say that if regulations on training data sourcing are introduced, development itself could be stunted altogether.

In the end, I'm a bit worried that it might turn into a picture where only large platforms survive and individual developers or the small-model ecosystem take a hit. Does anyone know what outcomes there have actually been in overseas cases where regulations were introduced first?

Agreed — individual devs really are screwed. I doubt it’s realistically possible to check every single training data license one by one.
