Advance Notice
Overview
Advance notice (예고, yego) refers to the act of informing in advance of the content of something before it actually happens, or presenting beforehand the results, schedule, or changes that will unfold. In the broadcasting and video industry, it is used as a marketing tool that shapes public expectation and interest in the form of a trailer, while in the administrative and legislative sphere it functions as a procedural system that guarantees citizens the ability to know the content of policies in advance and express their opinions. In other words, advance notice has a dual character: it is both a means of conveying information and a device for guaranteeing rights.

Concept and Etymology
Advance notice is a word formed by combining the Chinese characters 豫 (ye, "in advance") and 告 (go, "to inform"), carrying the meaning of "informing in advance." In Korean it is widely used in the verb form "예고하다" (to give advance notice), and as a noun it forms various compound words such as prior notification, public announcement, trailer, and advance notice system. English equivalents include notice, advance announcement, preview, and trailer depending on the situation. The key points are the temporal precedence of "before the main event" and the purpose of enabling the recipient of the information to prepare or respond.
Trailers in Broadcasting and Video Content
Trailers for films and dramas are a representative form of advance notice. In early 20th-century Hollywood, the practice of attaching a short video introducing the next work after the screening of the main feature established the name "trailer" (that which follows), and later it became common to place it before the main feature. Today, key scenes, music, and narration from the main work are edited into a piece running from 30 seconds to 3 minutes, and it is sometimes distinguished from a "teaser," which reveals only key scenes. On terrestrial broadcasting, previews of the next episode, announcements of new program scheduling, and season previews have become established as regular programming elements, directly influencing viewers' expectations and continued viewership.
Administrative and Legislative Advance Notice Systems
The Administrative Procedures Act provides for legislative advance notice and administrative advance notice, requiring that when statutes or administrative rules are enacted or amended, their purpose, main content, and deadline for submitting opinions be announced in advance. Typically, a period of 20 days or more (40 days or more depending on the matter) is given for submitting opinions, and citizens may present opinions for and against as well as alternatives. This system is evaluated as a device that enhances the transparency and predictability of administration and protects the rights and interests of stakeholders in advance. However, criticism is also raised that if exceptions are recognized broadly or the period is too short, it can degenerate into a mere formality.
Disaster and Weather Advance Notice
The Korea Meteorological Administration's forecasts and special warnings, earthquake early warnings, and disaster text messages are representative public advance notice systems that inform of disaster situations in advance. Information is provided in stages for typhoons, heavy rain, heat waves, cold waves, and the like, and local governments issue evacuation guidance and control measures based on this. Because accuracy and speed of delivery determine the scale of damage, continuous advancement of observation infrastructure such as satellites, radar, and numerical models is required.
Homonym: 예고 (藝高)
"예고" is also used as an abbreviation for arts high school (예술고등학교). Representative examples include Sunhwa Arts High School, Seoul Arts High School, and Kaywon Arts High School, which operate specialized arts curricula in music, fine arts, dance, and theater and film. Because of its characteristics of practice-centered education aimed at university admission and early specialization, discussions about dependence on private education and academic burden accompany it.
Recent Trends (2024-2025)
First, with the spread of short-form platforms, the length of advance notice content is rapidly shortening. Vertical teasers of 15 seconds or less have become the basic unit of YouTube Shorts, Instagram Reels, and TikTok, and production companies are using editing strategies that place the key image in the "first 3 seconds." Second, as fake trailers and deepfake videos using generative AI circulate, demands are growing for labeling and verification to distinguish official previews from unofficial creations. Third, OTT platforms are using data to optimize the timing and order of trailer releases, which determine viewership metrics in the first week of release. Fourth, administrative and legislative advance notice has been digitized through the National Participation in Legislation Center, various notification services, and mobile opinion submission features, and debate continues over the effectiveness of notice periods and procedures when new regulations are introduced. Fifth, as extreme weather becomes more frequent due to climate change, the accuracy of advance notice and securing time for preemptive evacuation have emerged as policy tasks, and diversification of disaster notice channels at the local government level is under way.
