Bucheon Factory Fire

Overview

Bucheon factory fire is a term collectively referring to fires in factories, warehouses, and workplaces occurring in the industrial and semi-industrial areas of Bucheon, Gyeonggi Province. Bucheon is a densely concentrated small and medium-sized manufacturing city bordering southwestern Seoul, and many companies in textiles and sewing, metal processing, electronic components, printing, plastic injection molding, and food processing are distributed there. Because there are many old buildings and narrow access roads, the risk of fire spread and casualties is relatively high. When referring to individual incidents, it is common to distinguish them by also indicating the date and time and location (e.g., Samjeong-dong, Daejang-dong, Wonjong-dong).

Location and industrial structure

Bucheon's industrial areas are concentrated around Samjeong-dong, Daejang-dong, and Wonjong-dong in Ojeong-gu and mixed areas in Sosa-gu and Wonmi-gu. Rather than large complex-type industrial parks, there are many small-scale workplaces densely packed by alley, making them vulnerable to so-called 'domino combustion' in which a fire in one building spreads to adjacent factories. Building aging, illegal extensions, accumulation of combustible materials, and difficulty for fire trucks to enter are structural risk factors repeatedly pointed out.

Major ignition causes

Factory fire causes compiled by fire authorities are largely divided into electrical factors (old wiring, overload, electrical leakage), overheating of machinery and equipment, carelessness during hot work such as welding and cutting, careless handling of hazardous materials, oil vapor, and dust, accidental fires such as cigarette butts, and arson. Because many workplaces always store combustible materials as part of manufacturing processes, fires expand rapidly if initial extinguishing fails, and in the cause investigation process, neglect of firefighting facility maintenance or failure to appoint a safety manager is often revealed as well. Recently, new energy facilities such as lithium batteries, waste batteries, air conditioner outdoor units, and solar power facilities have emerged as ignition sources.

Response system

As soon as a report is received, the competent Bucheon Fire Station responds, and depending on the scale, a response phase is issued in which firefighting forces from neighboring cities and special equipment (ladder trucks, excavators, smoke exhaust vehicles) are mobilized. Factory fires require both rescue of people and prevention of fire spread at the same time, so confirming evacuation of occupants, blocking combustibles, and cooling hazardous material storage tanks are prioritized. Bucheon City operates an on-site joint response system with the fire station, police, Korea Electric Power Corporation, Korea Gas Corporation, etc., and after fire suppression, it conducts cause investigation as well as monitoring for remaining embers and safety inspections for collapse risk.

Damage characteristics and life safety

When factory fires occur during unmanned hours at night or on holidays, discovery is delayed and damage tends to be greater, whereas during working hours, worker evacuation becomes the key issue. In workplaces with a high proportion of foreign workers, lack of multilingual evacuation guidance is pointed out as a problem, and closed or locked emergency exits and accumulation of combustibles in evacuation routes can lead to serious casualties. Property damage is concentrated in buildings, equipment, and inventory assets, and in the case of small businesses, secondary damage occurs as reopening becomes difficult due to lack of insurance.

Legal and institutional issues

In relation to factory fires, the Act on Installation and Management of Firefighting Facilities, the Act on Safety Management of Hazardous Materials, the Occupational Safety and Health Act, and the Serious Accidents Punishment Act are applied together. Major points of dispute include whether business owners and managers violated safety measure obligations, whether firefighting facilities operated, the cause of the fire and liability for damages, and insurance claim calculation. Because the results of fire cause investigations serve as basic data for criminal liability and administrative dispositions, the reliability of forensic identification of the ignition point and ignition source is treated as important.

Latest Trends

In January 2024, as the Serious Accidents Punishment Act was expanded to apply fully to workplaces with five or more employees, even in Bucheon, an area densely packed with small factories, the establishment of safety and health management systems and implementation of risk assessments became major issues. In June of the same year, the Hwaseong lithium battery factory fire and the 2020 Icheon logistics warehouse fire brought the evacuation systems and hazardous materials management conditions of small workplaces to the national agenda, and in the Bucheon area as well, intensive inspections of similar industries were strengthened. In 2024–2025, the National Fire Agency and local governments are expanding fire safety consulting for old industrial facilities, support for installing sprinklers and simple fire extinguishing equipment, introduction of advanced equipment such as thermal imaging cameras and drones, and multilingual safety education for foreign workers. In addition, as prolonged heat waves and increased electricity use are increasing electrical fires in summer, the need for inspection of power distribution facilities, nighttime patrols, and smart fire detection control is growing.
