Certification
Overview
A certification (資格證) is a certificate issued by the state or an authorized institution in official recognition that a person possesses a certain level of knowledge and skills. As a means of objectively demonstrating an individual's job performance ability, it performs a signaling function across the labor market, including hiring, promotion, job changes, and entrepreneurship. In Korea, based on the Framework Act on Qualifications, the system is operated as a dual structure of national qualifications and private qualifications.

Classification of Qualifications
Korean qualifications are broadly divided into national qualifications and private qualifications. National qualifications are further divided into national technical qualifications and national professional qualifications.
- National Technical Qualifications: Managed by the Human Resources Development Service of Korea (Q-Net) under the National Technical Qualifications Act, these are qualifications by grade in technical and skilled fields. As of 2025, about 540 categories are operated across 26 job fields. The grades consist of Professional Engineer, Master Craftsman, Engineer, Industrial Engineer, and Craftsman.
- National Professional Qualifications: These are about 190 types of professional qualifications, such as lawyer, physician, accountant, certified public labor attorney, and certified appraiser, for which specific qualification management institutions handle examinations and registration based on statutes.
- Private Qualifications: Operated autonomously by corporations and registered and disclosed in the "Private Qualification Information Service" run by the Korea Research Institute for Vocational Education and Training. Registered private qualifications number in the tens of thousands, and a publicly recognized private qualification system is also partially operated.
Acquisition Procedure
For national technical qualifications, the process goes through confirmation of eligibility to sit for the exam → written examination → practical examination → final pass → issuance of the certificate. Written exam exemptions, examination fees, and application schedules are announced through Q-Net. National professional qualifications often take a multi-stage structure of a first-stage multiple-choice exam, a second-stage short-answer/essay exam, and a third-stage interview.
Use and Value
Certifications are used for extra points in document screening during hiring, job qualification requirements at public institutions and large companies, proof of skills for overseas employment, and licensing requirements for starting a business. Recently, with the spread of job-oriented hiring, it is becoming more important whether a certification is linked to actual work competency rather than being a simple credential. In addition, from the perspective of lifelong vocational skills development, it is drawing attention as a tool for redesigning the competencies of incumbent workers.
Precautions
Among private qualifications, some have low public credibility or cause confusion due to similar names, so it is essential to check registration status and the managing institution in the Private Qualification Information Service. In addition, exaggerated advertising that claims "employment is guaranteed just by obtaining a certification" can lead to consumer harm.
Latest Trends
In 2024–2025, the key keywords of the qualification system are digital transformation and job-oriented reorganization. First, national technical qualification exams are rapidly converting to CBT (computer-based testing), expanding opportunities for year-round and on-demand testing. Second, as demand for qualifications in new technology fields such as AI, data, cloud, and information security surges, discussions on linking private IT qualifications and national qualifications are active. Third, the government is expanding policies that strengthen the "qualification–training–job" connection by linking completion of the National Tomorrow Learning Card and K-Digital Training to qualification acquisition. Fourth, since 2024, with the introduction of the micro-credential concept, a trend is observed in which short-term, modular competency certification is being incorporated into the institutional system. Fifth, expansion of mutual recognition arrangements (MRA) for national qualifications overseas and English-language disclosure of qualification information to support overseas employment are underway.
