Court Computer Network
Overview
The court computer network is an information and communications infrastructure used by courts at all levels of the judiciary of the Republic of Korea. It is a system that computerizes and processes various court operations, including trials, registration, family relations registration, and electronic litigation. It is overseen by the National Court Administration of the Supreme Court and consists of a network connecting courts nationwide, data centers, and various business software applications. This system plays a key role in enhancing the efficiency and transparency of judicial services and improving public access to trials.
Key Details
Composition and Role
The court computer network is broadly divided into an internal business network for court staff, a public service network for services such as electronic litigation and My Case Search, and a linkage network with external institutions. It is based on a wide area network connecting the Supreme Court headquarters and courts at all levels, including High Courts, District Courts, Family Courts, Administrative Courts, and the Patent Court. Major systems include the Case Management System, Electronic Litigation System, Registration System, Family Relations Registration System, Court Auction Information System, and Judgment Publication System.
Electronic Litigation System
Electronic litigation was introduced starting with civil litigation in 2010 and has now expanded to various case types such as patent, administrative, family, rehabilitation, and bankruptcy cases. Through the Electronic Litigation Portal, complaint filing, service, inspection, and submission are conducted electronically, and courts as well as lawyers and parties process work using electronic documents. It aims for paperless trials and allows real-time confirmation of case progress, increasing transparency.
Registration and Family Relations Registration Systems
Real estate registration and family relations registration work have also been computerized, allowing the public to use them conveniently through the Internet Registry Office and the Family Relations Registration System. Various certificates, such as certificates of registered matters and family relation certificates, can be issued online, and registration applications and inspection are also processed electronically.
Information Security and Personal Information Protection
Because the court computer network handles sensitive personal information and trial information, a high level of security is required. Security measures such as network separation, access control, encryption, and log management are applied, and it responds to cyber threats in cooperation with the National Intelligence Service. It complies with related laws such as the Personal Information Protection Act and the Information and Communications Network Act, and regularly conducts security training for internal employees.
Operations and Management
The Informationization Officer Office of the National Court Administration oversees it, and the information and communications departments of each court support operations. It operates redundancy and a disaster recovery center to prepare for system failures, and secures stability through regular backups and mock drills. Research and development for performance improvement and the introduction of new technologies for the court computer network are also continuously conducted.
Latest Trends
In 2024, the introduction of an AI-based judgment search and analysis service is being discussed, and the usability of the electronic litigation system continues to improve. Cloud migration and data center modernization projects are underway, and the introduction of a zero trust model is being considered to strengthen cybersecurity. By 2025, mobile app functions will be expanded and electronic document standardization will proceed to promote electronic litigation. In addition, to secure the stability of the court computer network, the disaster recovery system is being advanced, and mock drills against external hacking attempts are being regularized. Efforts to improve public convenience by expanding data linkage between the court computer network and external institutions are also continuing.
