Overview
The non-face-to-face resident registration fact-finding survey (Korean: 비대면 주민등록 사실조사) is a system that allows citizens to handle the annual resident registration fact-finding survey through digital means such as online platforms or telephone without visiting a district office or community service center in person. Based on the Resident Registration Act, it aims to check whether the registered address matches the actual place of residence and to prevent false registrations or fake address transfers.

Definition and Legal Basis
A resident registration fact-finding survey is an administrative procedure under Article 20 of the Resident Registration Act to verify whether resident registration records match actual residence status. Previously, public officials visited households in person or the subject had to visit a dong community service center to report; however, with the introduction of non-face-to-face methods in the 2020s, the burden on citizens has greatly decreased.
Survey Targets and Period
It is carried out every year from January 1 to February 28 (resident registration fact-finding survey period). As of 2024, by age group, internet surveys, telephone surveys, and home visit surveys are conducted differentially. In particular, apart from the general survey targeting every household every three years, there are also ad hoc surveys.
Comparison between Existing Face-to-face and Non-face-to-face Methods
- Face-to-face method: An official directly visits and writes an occupancy confirmation, or the person visits the community service center to submit documents in writing.
- Non-face-to-face method: Includes online reporting via the Government 24 website or mobile app, chatbot guidance, automatic telephone answering (ARS), and telephone consultation with a staff member.
Main Steps of Non-face-to-face Survey
1. Access the 'resident registration fact-finding survey' menu on Government 24 (www.gov.kr).
2. Authenticate identity (joint certificate, private certificate, etc.) and verify the survey target.
3. Select "residing" or "not residing" for the actual residence at the registered address, and enter the expected moving date if necessary.
4. In case of violators (e.g., omitting a move-in report), a chance to correct is given.

Latest Trends
In 2024, the Ministry of the Interior and Safety introduced a one-click non-face-to-face survey reporting linked to the mobile resident registration card app, and operated a pilot project in 10 local governments across the country to automate question-and-answer for survey targets using an AI chatbot. In 2025, the "visiting non-face-to-face support service" for the digitally vulnerable is expected to be expanded, and procedures for automatically reflecting changes in residence upon move-in reports are expected to be strengthened. In addition, from October 2024, resident registration fact-finding survey results can be notified as electronic documents, gradually phasing out the existing paper notification method.
