Overview
SH Corporation is the abbreviated name for the 'Seoul Housing & Communities Corporation', a local public enterprise established by Seoul Metropolitan Government, South Korea. Since its founding in 1989, it has focused on supplying public housing for the housing stability of Seoul citizens, urban development projects, improving housing welfare, and urban regeneration projects. SH Corporation is a key institution that solves Seoul's urban problems and strengthens public interest, broadly implementing policies for housing-vulnerable groups marginalized from private-led development.

Establishment Background
In the late 1980s, rapid urbanization in Seoul led to severe housing shortages and problems with unlicensed settlements. Accordingly, Seoul Metropolitan Government felt the need for a specialized agency responsible for systematic housing supply and urban maintenance, and established the 'Seoul Metropolitan Government Urban Development Corporation' in May 1989. Later, in the 1990s, it expanded its rental housing business and changed its name to 'Seoul Metropolitan Government Housing Corporation', and in 2016 it was newly launched as the 'Seoul Housing & Communities Corporation (SH Corporation)', integrating the existing housing supply function with urban regeneration functions.

Major Projects and Functions
1. Public Housing Supply
The core mission of SH Corporation is the supply of public rental housing and public sale housing. Through this, it establishes a housing ladder for citizens without homes and alleviates instability in market prices. Major projects include Happy Housing, National Rental Housing, Long-term Jeonse Housing, and Publicly Supported Private Rental Housing, with a certain quantity supplied each year in connection with the government's housing welfare roadmap.
In particular, from 2024, it introduced a 'residential environment improvement project through remodeling' to improve the quality of public rental housing, and policy is shifting beyond simply expanding supply volume toward increasing residents' housing satisfaction.
2. Urban Development Projects
SH Corporation oversees the designation of urban development zones, land readjustment projects, and redevelopment/rebuilding maintenance projects. It reorganizes old deteriorated residential areas and creates future growth foundations for the city through the development of new towns and large-scale housing site development. Notably, it participated in projects such as the Magok District development and the Wirye New Town creation.
3. Urban Regeneration Projects
Urban regeneration is a project that revives economic, social, and cultural vitality beyond simple physical environmental improvement. SH Corporation regenerates declining old downtown areas and alleyways across Seoul and supports community activation programs. In particular, through 'resident-participatory urban regeneration projects', it enables residents to directly participate in changes to their villages.
4. Housing Welfare Services
SH Corporation operates various welfare programs for housing-vulnerable groups. It supports temporary housing facilities for residents of jjokbang (tiny single-room rentals) and gosiwon (exam preparation rooms), and implements housing counseling services, support for housing benefit recipients, and repair projects for old rental housing.
5. Smart City and Future Projects
Since 2024, SH Corporation has been accelerating digital transformation, including piloting smart home services using artificial intelligence (AI) and the Internet of Things (IoT) in public rental housing. Through this, it aims to simultaneously improve energy savings and housing safety.
Major Project Cases
Magok District Development
The Magok District in Gangseo-gu, Seoul, is a representative housing site development project by SH Corporation. It was developed as an eco-friendly new town and, with LG Science Park and others located there, has become a successful business and residential complex city.
Wirye New Town
Wirye New Town, spanning Seongnam, Hanam, and Songpa, is a large-scale public housing district developed in cooperation between SH Corporation and LH (Korea Land and Housing Corporation). During the development process, the green space ratio was increased to create a pleasant residential environment.
Public Rental Housing Brand Reorganization
From 2023, SH Corporation pursued a 'brand identity establishment project' to reorganize its rental housing brands into names reflecting regional characteristics, such as 'Yeokgok · Bogemjari'.
Financial and Operational Status
SH Corporation's financial structure largely consists of its own business revenues (housing sales, commercial space leases, etc.), contributions from Seoul Metropolitan Government, and national subsidies. Debt has increased somewhat in recent years due to the growing volume of public housing supply, but it strives to strengthen financial soundness by expanding projects with long-term rental income. As of 2024, SH Corporation's assets are estimated at approximately 40 trillion KRW, with a debt-to-asset ratio of about 45%.

2024-2025 Changes
- Supply Expansion: By 2025, Seoul Metropolitan Government set a goal of supplying 40,000 public housing units annually, and SH Corporation is responsible for more than half of them.
- High-Quality Rental Housing and Strengthened Housing Welfare: Moving away from simply increasing supply numbers, the direction is shifting toward improving the design quality and community facilities of rental housing. From 2024, the 'SH subscription platform' was reorganized to digitize the subscription process.
- Response to the Climate Crisis: In line with carbon neutrality goals, SH Corporation is expanding Green New Deal projects, such as mandating zero-energy certification for newly built public housing.
- Urban Regeneration and Regional Co-prosperity: Urban regeneration projects, such as alleyway commercial district revitalization projects, are being linked with Seoul's innovation districts.
- Promotion of Mega Projects: The 'Moa Town' project (collective redevelopment of existing residential areas) is being expanded together with Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport.
- Response to Jeonse Fraud: To prevent damage from jeonse fraud, SH Corporation began providing a safe lease service in cooperation with the Korea Association of Realtors.
