Team Leader Kim Mi-young
Overview
Team Leader Kim Mi-young (김미영 팀장) is a representative fictional identity used by Korean telephone financial fraud (voice phishing) organizations when approaching victims. As organizations impersonating prosecutors, the Financial Supervisory Service, the police, and card companies repeatedly used the name “Team Leader Kim Mi-young” over several years, the name became a social symbol denoting not a specific individual but the voice phishing tactic itself. Furthermore, as it spread through popular culture and internet memes, it became a headline term in fraud-prevention education and an object of satire.

Origin of the Name
“Team Leader Kim Mi-young” became widely known to the public during the mid-2010s, when organized voice phishing impersonating financial and investigative institutions was surging. Fraud organizations divided roles in a call-center format; an agent introduced themselves as “I am Kim Mi-young, team leader at ○○ Bank” and then connected the victim to a superior or investigator—a “relay tactic.” As the same name appeared repeatedly in many cases, it solidified like a proper noun through media reports and broadcast programs.
Structural Characteristics of the Fraud
Crimes using the name Team Leader Kim Mi-young generally have the following staged structure.
- Building trust: Impersonate authoritative organizations such as financial institutions, investigative agencies, and government agencies to simultaneously create psychological pressure and trust.
- Division of roles: Multiple people, such as the initial contact agent, middle manager, and final cash collector, appear in stages and throw victims into confusion.
- Creating urgency: Cloud normal judgment with messages such as “Your account is linked to a crime,” “If you don’t act now, you will be arrested.”
- Inducing fund transfer: Demand cash withdrawal, remittance, loan execution, installation of remote-control apps, and the like.
Social Spread and Meme Status
“Team Leader Kim Mi-young” became a cultural code beyond a criminal tactic. It was parodied as a typical fraudster character in public service advertisements, entertainment programs, YouTube content, webtoons, and other media, and the phrase “Are you Team Leader Kim Mi-young?” is sometimes used as a joke expressing wariness when receiving a call from an unknown number. This meme-ification is paradoxically assessed as having a preventive effect by raising public awareness of voice phishing.
Response and Prevention
The government and financial sector have repeatedly emphasized the following principles through public campaigns. First, investigative and financial institutions never demand fund transfers or cash delivery by phone. Second, requests to install remote-control apps should be regarded as 100% fraud. Third, suspicious calls should be hung up immediately and reconfirmed through official main numbers. Fourth, if damage is suspected, immediately request payment suspension from 112 or the financial company. The faster the payment suspension request, the higher the possibility of recovery.
Recent Trends
In 2024–2025, voice phishing has been rapidly becoming more sophisticated, moving away from traditional methods represented by “Team Leader Kim Mi-young.” Representative examples spreading include techniques using deep voice (voice synthesis) to clone the voices of family members or acquaintances, hybrid methods combining messenger phishing and smishing, and sophisticated document and ID forgery using generative AI. In addition, as crackdowns on borrowed bank accounts and burner phones have strengthened, cases exploiting virtual assets, prepaid cards, and overseas remittances have increased. Accordingly, the Financial Services Commission and the Korean National Police Agency are expanding the operation of integrated report response centers, and telecommunications companies are upgrading services that block international calls and impersonated numbers. At the same time, education on classic impersonation tactics such as “Team Leader Kim Mi-young” is still used as the first step of prevention, and recently a campaign to “set a family password phrase” in response to AI-synthesized voices has become a new preventive guideline.
