Overview

Unemployment benefits are a system paid from the employment insurance fund to support workers' livelihood stability and reemployment when they become unemployed. Workers enrolled in employment insurance who have left their jobs involuntarily may apply, and the benefits are composed of job-seeking benefits and employment promotion allowances. Unemployment benefits serve to promote active reemployment activities beyond simple livelihood support.

Types of Unemployment Benefits

Unemployment benefits are broadly divided into job-seeking benefits and employment promotion allowances. Job-seeking benefits are the basic benefit paid during the period after leaving a job for reemployment, calculated daily according to a fixed number of payment days. Employment promotion allowances are additional allowances paid when recipients find reemployment early or undergo vocational training. Specifically, they include early re-employment allowances, vocational competency development allowances, wide-area job-seeking activity expenses, and relocation expenses.

Eligibility Requirements

To receive unemployment benefits, several conditions must be satisfied. First, the applicant must be subscribed to employment insurance, and the insured unit period in the 18 months before the date of separation must total at least 180 days. Second, the reason for separation must be involuntary. That is, dismissal, expiration of a fixed-term contract (where the worker had no reasonable expectation of renewal), and mandatory retirement fall under this category. Voluntary resignation is, in principle, not eligible for benefits, but exceptions are permitted when special reasons are recognized. Third, the applicant must have the will and ability to work and must actively engage in reemployment activities.

Payment Period and Amount

The payment period is differentiated from a minimum of 120 days to a maximum of 270 days depending on age at the time of separation and the period of employment insurance enrollment. The daily payment amount of job-seeking benefits is 60% of the average wage before retirement. However, there is a ceiling and a floor; as of 2024, the ceiling is 66,000 won and the lower limit is 80% of the minimum wage. In practice, job-seeking benefits are calculated and paid on a daily basis, and the number of payment days is recognized through reporting, such as a reemployment report.

Application Procedure

To receive unemployment benefits, a report of the loss of employment insurance status must first be filed after separation. The separated worker visits a nearby employment center or submits a benefit eligibility application online. There is then a waiting period of one to two weeks, and once benefit eligibility is recognized, job-seeking benefits are paid. When applying, documents such as a separation confirmation and identification are required. Afterward, benefits continue to be paid only if job-seeking activities are proven and the recipient participates in designated reemployment programs without refusal.

Recent Trends

Between 2024 and 2025, there were several changes to the unemployment benefits system. The government strengthened the system for preventing fraudulent receipt and revised the system toward expanding reemployment support in order to address the issues of an aging recipient base and long-term receipt of benefits. In addition, from January 2025, the upper limit of job-seeking benefits was raised, increasing the maximum amount, and some payment methods were also changed, making management of recipients' job-seeking activity performance more thorough. Online application through digital platforms has become widespread, and job-seeking activity reports can now also be made via mobile apps. Meanwhile, as employment insecurity has persisted since COVID-19, social discussion regarding the safety-net function of unemployment benefits is also active.
