Under the Military Service Act, the Republic of Korea's military service special provisions collectively refer to systems in which persons meeting certain requirements substitute for active-duty service or have their obligations adjusted. Representative examples include specialized research personnel, industrial technical personnel, shipboard service reservists, public health doctors, and international cooperation volunteers. Among these, specialized research personnel is a representative track in which master's and doctoral-level personnel in science and engineering perform research and development work at research institutes or companies while fulfilling military service, and it serves as the reference for discussions in the AI and semiconductor fields.

First, as global competition for AI hegemony intensified, securing strategic talent at the national level became more important. While the United States, China, and Europe engage in competition with astronomical investments and talent recruitment, the so-called brain drain of Korea's outstanding AI talent overseas deepened.
