DMZ Incidents
Overview
DMZ incidents are a collective term for military clashes, armed defections, landmine provocations, shootings, and other events between the two Koreas that occurred in and around the Korean Demilitarized Zone (DMZ), especially in the Joint Security Area (JSA) at Panmunjom. After the signing of the Armistice Agreement in 1953, the DMZ remained the most heavily armed border in the world, and it was a region where even a minor misunderstanding or provocation could escalate into a crisis of large-scale war. This document covers representative incidents, the armistice system that forms their background, and the latest changes in 2024-2025.

Background: Structure of the DMZ and the Armistice System
Under the Armistice Agreement, a Demilitarized Zone 4 km wide and about 248 km long, extending 2 km on each side of the Military Demarcation Line (MDL), was established. Within the DMZ are the Southern Limit Line and the Northern Limit Line, and the only point of contact is the Panmunjom Joint Security Area. The area is managed by the United Nations Command (UNC) and the North Korean People's Army, while the Military Armistice Commission (MAC) and the Neutral Nations Supervisory Commission (NNSC) have monitored implementation of the Armistice Agreement. However, since the 1990s, North Korea has repeatedly attempted to neutralize the armistice system itself.
Major Types of Incidents
1) Panmunjom Axe Murder Incident (1976)
This was an incident in which North Korean troops attacked United Nations personnel who were trimming branches of a poplar tree in the Panmunjom Joint Security Area, killing two U.S. officers with axes. The United Nations Command responded with Operation Paul Bunyan, and the Korean Peninsula came to the brink of all-out war.
2) Panmunjom Shooting Incident (1984)
During an attempt by Soviet citizen Vasily Matuzok (바실리 마추크) to defect to the South, a firefight broke out between North Korean and United Nations troops, recorded as the first armed clash between the two Koreas at Panmunjom.
3) Wooden-Box Landmine Provocation (2015)
Wooden-box landmines planted by North Korean troops in the southern part of the DMZ exploded, seriously wounding two South Korean service members. In response, the South resumed loudspeaker broadcasts to North Korea, and tensions rose to a near-wartime state.
4) Panmunjom Defection Incident (2017)
North Korean soldier Oh Chong-song (오청성) was shot and wounded by North Korean troops while defecting to the South through Panmunjom. Immediately after the defection, he was transferred to a South Korean hospital for treatment, showing that Panmunjom remained a point of physical confrontation.
5) Travis King's Defection to North Korea (2023)
This was an incident in which U.S. soldier Travis King crossed the Military Demarcation Line into North Korea without authorization during a Panmunjom tour. North Korea returned him about two months later in the form of an expulsion, but the incident highlighted safety management problems with JSA tours.
Mechanisms for Managing Escalation Crises
DMZ incidents have generally been prevented from escalating through consultations of the Military Armistice Commission, the direct hotline between the United Nations Command and the North Korean military, and the Panmunjom liaison officer system. However, as North Korea unilaterally cut off the Panmunjom contact system and neutralized the Armistice Commission after the 1990s, the means of management were reduced.
Latest Trends
The DMZ situation in 2024-2025 is assessed as the most strained phase since the end of the Cold War. In June 2024, the South Korean government completely suspended the effect of the September 19 Inter-Korean Military Agreement, and accordingly surveillance and reconnaissance activities within the DMZ and loudspeaker broadcasts to North Korea resumed. In response, North Korea restored barbed-wire fences, laid landmines, and restored GP (guard posts) within the DMZ, and it is known that multiple casualties occurred due to wooden-box landmine explosions during the work. In addition, in 2024, the launching of trash-carrying balloons toward the South, GPS jamming, and ballistic missile launches continued, raising again the possibility of an accidental clash between the two Koreas. Tours of the Panmunjom Joint Security Area have repeatedly been suspended and resumed, and the United Nations Command is strengthening its vigilance posture while maintaining the disarmed status within the JSA. Experts point out that, as the Armistice Agreement system has become virtually nominal, the risk that a DMZ incident could escalate into a large-scale clash is greater than in the past.
