Overview

Eco-friendly regression (親環境 逆行) refers to a phenomenon in which policies, technologies, and systems introduced for the purpose of environmental protection have unintended negative environmental effects, or in which environmental protection efforts regress due to social and economic factors. This goes beyond simply violating environmental regulations and includes the irony of increasing environmental burden from a life-cycle perspective while ostensibly pursuing eco-friendly goals. As climate change response has accelerated in recent years, such regressive phenomena are being observed in various fields.

1. Increase in Carbon Dioxide Emissions Despite Electric Vehicle Adoption

Electric vehicles have the advantage of emitting less carbon dioxide during operation compared to internal combustion engine vehicles. However, the production of electric vehicle batteries requires large amounts of energy and rare earth minerals. The mining of lithium, cobalt, nickel, and other materials causes serious environmental destruction and carbon emissions, and some studies show that the carbon footprint of battery production can exceed the total emissions of internal combustion engine vehicles. In addition, in countries where the electricity used for charging depends on coal-fired power generation, the eco-friendliness of electric vehicles is significantly undermined. These issues are cited as representative examples of 'eco-friendly regression.'

2. Adverse Effects of Disposable Product Regulations

Many countries have implemented policies banning plastic straws and disposable cups, replacing them with paper straws and reusable containers. However, paper straws actually consume more energy during the manufacturing process, and due to plastic coating, they are often difficult to recycle. In addition, deposit systems for disposable cups can increase carbon emissions by increasing the water and energy consumption required for washing cups in the process of implementation. These examples show cases where regulations intended to be eco-friendly actually place a greater burden on the environment.

3. Environmental Impacts of Biofuels

Biofuels were developed to replace fossil fuels, but the production of ethanol from corn, sugarcane, and other crops leads to indirect land use change (ILUC), in which forests are destroyed to secure farmland. This results in a regressive phenomenon in which carbon dioxide emissions actually increase. In addition, water consumption and fertilizer use in biofuel production can cause water pollution. International organizations such as the European Union are strengthening certification standards for sustainable biofuels in consideration of these issues, but the debate continues.

4. Side Effects of Solar and Wind Power

Renewable energy facilities do not emit carbon during operation, but their installation requires vast amounts of land, which can destroy forests and ecosystems. In particular, waste from solar panels contains hazardous substances that are difficult to recycle, and wind turbine blades are non-recyclable and are landfilled or incinerated, during which greenhouse gases are emitted. In addition, large-scale energy storage systems introduced to compensate for the intermittency of renewable energy can also cause environmental problems by using lithium-ion batteries.

5. Social Regression of Eco-Friendly Policies

As environmental regulations are strengthened, lobbying by the fossil fuel industry and polluting industries intensifies, and illegal acts to circumvent regulations increase. For example, the diesel vehicle emissions scandal involved automakers manipulating software to deceive regulators, greatly damaging trust in eco-friendly policies. These cultural and institutional regressions are pointed out as bigger problems than technological regression.

Recent Trends

Between 2024 and 2025, discussions on eco-friendly regression have intensified. The European Union's Carbon Border Adjustment Mechanism (CBAM), set to be implemented from 2025, is raising concerns that imposing carbon costs on imported goods will actually hinder the green transition of developing countries. International conflict also continues over the impact of the discharge of treated water from Japan's Fukushima nuclear plant on marine ecosystems.

At the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29), held in Baku, Azerbaijan, in November 2024, an agreement was reached to expand climate finance, but no agreement was reached on the phase-out of fossil fuels. This shows that the global green transition is being delayed by political and economic interests.

Domestically, the '5th Basic Plan for Climate Change Response,' scheduled to take effect in 2025, is causing conflict between industry and civil society. In particular, eco-friendly groups are opposing the government's plan to use various energy sources, including nuclear power and hydrogen, as a regression. In addition, with springtime fine dust and high-concentration ozone phenomena recurring, questions are being raised about the effectiveness of air pollutant reduction policies.

Moreover, as electricity demand from big tech companies' data centers surges, analyses indicate that the 'RE100' initiative, which aims to increase renewable energy usage rates, has become virtually meaningless. As of early 2025, carbon emissions from global IT companies have actually increased, highlighting the seriousness of 'eco-friendly regression.'
