Jeong Eun-kyeong

Jeong Eun-kyeong (born July 6, 1965) is a South Korean physician and public official who served as the first Commissioner of the Korea Disease Control and Prevention Agency (KDCA). After the outbreak of the COVID-19 pandemic in 2020, she served as the head of the Central Disaster Management Headquarters, overseeing quarantine policies and earning public trust. Known as the 'icon of quarantine' for her expertise as an infectious disease specialist and transparent communication skills, she contributed to highlighting the importance of science-based policy decisions during crises.

Life and Education
Jeong Eun-kyeong was born in 1965 in South Jeolla Province. She graduated from Seoul National University College of Medicine and earned a master's and doctoral degree in preventive medicine from the same graduate school. She later obtained a board certification in internal medicine and entered public service as a public health doctor in 1995. From the early 2000s, she built her career at the Korea Centers for Disease Control and Prevention (now KDCA), participating in infectious disease epidemiological investigations and prevention policy formulation.
Tenure as KDCA Commissioner
In September 2020, when the KDCA was elevated to an external agency under the Ministry of Health and Welfare, she was appointed as its first commissioner. During the COVID-19 pandemic, she established a quarantine system centered on the '3T strategy' (Testing, Tracing, Treatment) and led major policies such as adjusting social distancing levels and formulating vaccination plans. In particular, she transparently disclosed infectious disease data through daily briefings, garnering public understanding and cooperation.
Major Achievements and Evaluation
- COVID-19 Response: She introduced innovative quarantine models, including disclosing confirmed patient movement routes, implementing drive-through screening clinics, and increasing the number of epidemiological investigators. The World Health Organization (WHO) recognized South Korea's quarantine performance as a model case.
- Vaccination: From early 2021, she promoted the introduction of vaccines such as AstraZeneca and Pfizer and set age-based vaccination priorities. Despite initial vaccine supply disruptions and controversies over adverse reactions, she contributed to increasing vaccination rates based on scientific evidence.
- Criticism and Controversy: Some raised criticisms over the damage to small business owners due to social distancing, delays in vaccination speed, and the introduction of vaccine passes. Additionally, during the Omicron variant surge in early 2022, confusion in the transition to 'daily recovery' was pointed out.
After Retirement
In May 2022, with the launch of the Yoon Suk Yeol government, she stepped down from the position of KDCA commissioner. After refraining from public activities, she began sharing her experiences in infectious disease crisis response through academic research and lectures from 2023. In 2024, she served as an advisor to the World Health Organization (WHO), contributing to strengthening global health security.
Latest Trends
As of 2024, Jeong Eun-kyeong is participating in the WHO's 'Pandemic Agreement' negotiation advisory group, providing advice on building international quarantine systems. In early 2025, she conducted special lectures on 'Infectious Disease Crisis Management and Public Health Policy' at domestic universities, focusing on nurturing future scholars. She is also leading a research project to improve long-term quarantine systems after COVID-19, exploring ways to integrate digital health technology with infectious disease surveillance systems. Recently, she is reportedly preparing a book analyzing the achievements and limitations of 'K-Quarantine.'
