National University Hub (거점국립대학교, English: National University Hub) refers to key national universities designated by region in South Korea. This system was introduced to promote balanced regional development of higher education and strengthen the competitiveness of national universities.
== Background ==
Since the 2000s, issues such as the educational gap between the Seoul Capital Area and regions, and the weakening financial and competitive status of regional national universities, have been continuously raised in South Korea. To address these issues and efficiently reorganize the national university system, the government pursued a plan to designate specific national universities as regional hubs and provide concentrated support.
== Designation Status ==
National University Hubs are generally designated as one university per region (or zone). Major National University Hubs include the following (designation timing and scope may vary according to policy changes):
- Gangwon Region: Kangwon National University
- North Chungcheong Region: Chungbuk National University
- South Chungcheong Region: Chungnam National University
- North Jeolla Region: Jeonbuk National University
- South Jeolla Region: Chonnam National University
- North Gyeongsang Region: Kyungpook National University
- South Gyeongsang Region: Gyeongsang National University
== Support Details ==
Designated National University Hubs can receive priority national financial and policy support in the following areas:
- Financial Support: Special grants or government funding for mid- to long-term development projects, research infrastructure construction, equipment purchases, etc.
- Educational Innovation: Development of educational programs linked to regional industries, hosting customized talent cultivation projects.
- Research Enhancement: Designation of regional specialized research centers, support for joint research projects.
- Expanded Administrative and Financial Autonomy: Authority for autonomous budget planning and operation in certain projects.
== Objectives ==
1. Balanced Regional Development: As key higher education institutions in the region, promote the inflow and settlement of outstanding talent in local areas.
2. Strengthening National University Competitiveness: Concentrate limited financial resources to improve the quality of education and research.
3. Deepening Regional Linkages: Strengthen the university's role in solving regional industrial, cultural, and social issues.
== Controversies and Evaluation ==
- Designation Criteria: Issues have been raised regarding the objective criteria and fairness in selecting which universities become hubs.
- Support Gap: There are concerns that the support gap between hub universities and non-hub national universities may create new imbalances.
- Performance Evaluation: The need for performance measurement indicators and accountability regarding the massive financial investment is discussed.
== Related Policies ==
- National University Development Project: A national university support project led by the Ministry of Education, which has been promoted in connection with the concept of National University Hubs.
- Local University Specialization Project (CK): A project that concentrates support on specialized fields of regional universities, overlapping or complementing the role of National University Hubs.
