Overview

Safety precautions (Korean: 안전 유의; Hanja: 安全留意) refer to the cautions and standards of conduct that a person must recognize and observe in specific situations in order to prevent accidents, disasters, and losses. Beyond simple advisory phrases, they have become a social norm repeatedly required across industrial sites, transportation, daily life, and the digital environment, and a key element of management systems. If safety precautions do not function properly, accidents large and small recur, leading to loss of life and enormous economic loss; in this respect, they are treated not as an individual matter but as a task at the social and institutional level.

Concept and Scope

Safety precautions can be broadly divided into three levels. The first is the individual cognitive level, which means noticing risk factors in advance and controlling one's own behavior. The second is the organizational level, activities that structurally reduce the possibility of accidents through work procedures, checklists, education and training, etc. The third is the institutional level, enforcing a minimum level of safety through laws and standards. The three levels are interlocked, and if only one is emphasized, effectiveness drops significantly.

Safety Precautions in Industrial Sites

In hazardous industries such as construction, manufacturing, logistics, and chemicals, representative safety precautions include wearing protective equipment, pre-work risk assessment, regular safety inspections, lockout/tagout (LOTO) procedures, and management of confined spaces and work at heights. In particular, in high-risk processes that can lead to serious accidents such as death, work permit systems and the two-person rule are emphasized. Recently, a trend is spreading to document risk assessments not as a formality but subdivided by actual work stage.

Safety Precautions in Daily Life

Safety precautions are also essential in transportation, home, and leisure activities. Representative examples include crossing at crosswalks, not driving after drinking, checking electrical and gas appliances after use, swimming safety rules in valleys and beaches, and preparing for weather changes when hiking. Recently, safety precautions related to personal mobility devices (PMs) such as electric kickboards and electric bicycles have emerged as a new issue, with helmet wearing and compliance with parking and traffic rules presented as key items.

Digital and Information Safety Precautions

The scope of safety precautions has expanded beyond physical space into the digital realm. Password management, two-factor authentication, refraining from clicking links of unknown origin, and checking before providing personal information are basic rules. At the corporate level, backup policies against ransomware, security education for executives and employees, and the principle of least privilege access have been incorporated as part of safety management.

Legal and Institutional Basis

In Korea, the Occupational Safety and Health Act and the Serious Accidents Punishment Act stipulate safety precautions as legal obligations. Business owners have a duty to establish an occupational safety and health management system and provide regular training to workers, and violations may result in criminal punishment and fines. In addition, as protection for safety whistleblowers and disclosure of risk assessments have been institutionalized, safety precautions have become a management target for which compliance must be proven.

Signs and Guidance Messages

Standardized safety signs such as 'Caution: Slippery', 'No Entry', 'High Voltage Danger', and 'Wear Protective Equipment' are means of immediately conveying danger beyond language barriers. The International Organization for Standardization (ISO) and Korean Industrial Standards (KS) set standards for colors, shapes, and pictograms, and recently there has been an increasing number of cases combining multilingual text and detailed guidance via QR codes.

Latest Trends

Since 2024, as the Serious Accidents Punishment Act has been fully expanded to workplaces with fewer than 50 employees, the burden of complying with safety precautions on small businesses has greatly increased. Accordingly, the government and local governments are implementing policies that combine consulting, technical support, and financial assistance. At the same time, real-time risk detection systems using artificial intelligence (AI)-based video analysis, Internet of Things (IoT) sensors, smart helmets, and intelligent CCTV are rapidly spreading in industrial sites. The shift in the safety management paradigm from post-response to pre-prediction is a key trend in 2025.

In addition, safety rules for responding to abnormal climate such as heat waves, cold waves, and concentrated heavy rain caused by climate change have been strengthened, and safety indicators have been incorporated as important items in ESG management evaluations. Furthermore, as research approaching safety culture as a matter of 'organizational trust' rather than 'regulatory compliance' increases, the importance of non-silent reporting systems and psychological safety is being highlighted.
