Seongnam
Overview
Seongnam (城南市) is a large city with a population of approximately 900,000 located in south-central Gyeonggi Province, South Korea, adjacent to the southeast of Seoul. After experiencing rapid growth through the creation of the Gwangju Grand Housing Complex in the 1970s, it successively developed Bundang New Town in the 1990s and Pangyo New Town in the 2000s, establishing itself as a representative planned city in the southern Seoul metropolitan area and a center for IT and advanced industries. It consists of three districts—Sujeong-gu, Jungwon-gu, and Bundang-gu—and simultaneously possesses historical, natural, and industrial resources such as Namhansanseong, Tancheon, and Pangyo Techno Valley.

History and Formation Process
Until the Joseon Dynasty, the Seongnam area was a mountainous and rural region under the jurisdiction of Gwangju-bu (廣州府). In the late 1960s, a plan was pursued to create the Gwangju Grand Housing Complex (廣州大團地) to relocate residents of unauthorized shantytowns in Seoul, and in 1971, a large-scale protest known as the "Gwangju Grand Housing Complex Incident" occurred during the relocation process. Subsequently, in July 1973, the Gwangju County Seongnam Branch Office was elevated to Seongnam City, becoming an independent administrative district. In 1989, it was divided into Sujeong-gu and Jungwon-gu, and in 1991, with the announcement of the Bundang New Town development plan, large-scale apartment complexes were built in the early to mid-1990s. In 2001, Bundang-gu was newly established, and in the 2000s, Pangyo New Town and Pangyo Techno Valley were created, expanding the city's character toward industry. In the 2010s, Wirye New Town and development of the Godeung-dong and Geumto-dong areas proceeded.
Administrative Districts and Geography
Seongnam is divided into three districts: Sujeong-gu, Jungwon-gu, and Bundang-gu. Sujeong-gu and Jungwon-gu are the old downtown, densely packed with aging residential areas and traditional markets, while Bundang-gu is an area concentrated with new towns, high-tech industrial complexes, and high-income residential areas. To the north, it borders Songpa-gu and Gangnam-gu of Seoul; to the east, Gwangju City; to the west, Uiwang City and Suwon City; and to the south, Yongin City. Namhansanseong, Cheonggyesan, and Geomdansan surround the city's outskirts, and Tancheon runs through the city from north to south. The area around Tancheon has been restored as an ecological stream and is used as walking paths and bicycle paths.
Population and Housing
Seongnam's population surpassed 900,000 with the move-in to Bundang New Town in the 1990s, maintained a similar level until the 2010s, and has recently shown a gradual decline. Bundang-gu is a typical first-generation new town, a planned residential area centered on apartments, while Sujeong-gu and Jungwon-gu are the original downtown with a mix of detached houses and multi-family houses. Redevelopment of the old downtown, new town projects, and reconstruction of Bundang have become major urban policy issues.
Economy and Industry
The core of Seongnam's economy is Pangyo Techno Valley. Since its creation began in the mid-2000s, it has grown into the largest cluster of IT, game, and bio companies in the country, housing game companies such as Nexon, NCSoft, and Krafton, along with numerous startups and venture companies. Pangyo Second Techno Valley, the Gyeonggi Center for Creative Economy and Innovation, and Startup Campus are also located in the Pangyo area. Bundang-gu has large corporate research institutes and finance and service industries, while the old downtown has developed traditional markets and small business districts.
Transportation
Seoul Subway Line 8 was extended from Moran Station to Pangyo Station, connecting the old downtown and the new town, and the Shinbundang Line runs from Pangyo Station through Jeongja Station to Gangnam. The Gyeonggang Line and the Suin-Bundang Line also pass through the Seongnam section. As for roads, the Gyeongbu Expressway, the Seoul Ring Expressway, and the Yongin-Seoul Expressway intersect, serving as a junction point for transportation in the southern Seoul metropolitan area. However, habitual congestion during commuting hours and the concentration of demand for wide-area buses toward Seoul remain long-standing issues.
Culture and Tourism
Namhansanseong is a representative historical site registered as a UNESCO World Heritage Site in 2014 and is the historical site of the Byeongja Horan (Second Manchu Invasion). Bundang Central Park, Yuldong Park, the Culture Street near Seohyeon Station, and the Seongnam Arts Center are used as leisure spaces for citizens. The Moran Folk Five-Day Market and various performances and exhibitions by the Seongnam Cultural Foundation also form the backbone of local culture.
Recent Trends
With the opening of Seongnam Station on the Great Train Express (GTX)-A line in March 2024, travel time to Samsung Station in Seoul was greatly shortened, and discussions on stopping at Pangyo Station and linked development are continuing. In the same year, following the government's policy for reorganizing first-generation new towns, some complexes in Bundang-gu were designated as leading reconstruction districts, and large-scale reconstruction discussions began in earnest. On the industrial side, competition to attract artificial intelligence, semiconductor, and bio startups is intensifying around Pangyo, and Seongnam is promoting corporate attraction and deregulation under the slogan of a "Special City for the Fourth Industrial Revolution." In addition, balanced development policies to bridge the gap between the old downtown and the new downtown, youth housing support, carbon-neutral city creation, and the completion of the Wirye and Godeung district developments are being addressed as major pending issues as of 2025. Population decline and aging, improvement of aging infrastructure in Bundang New Town, and alleviation of traffic congestion in Pangyo remain mid-to-long-term tasks.
