SK hynix Wage and Collective Bargaining Negotiations

Annual negotiations between SK hynix management and labor over wages and collective agreement terms, in which performance bonuses, base pay increase rates, and employment stability are the core issues

SK hynix Wage and Collective Bargaining Negotiations

Overview

SK hynix imdallyeop (임단협, wage and collective bargaining agreement) refers to the collective bargaining that the labor union and management of the semiconductor company SK hynix conduct each year over wage increase rates, the performance bonus system, and working conditions. Because the company's operating profit swings by tens of trillions of won depending on the semiconductor industry cycle, the method and scale of performance bonus distribution emerge as the biggest issue every year. As a multi-union system took hold after 2018, the bargaining structure became multi-layered, and in the 2020s, as record-breaking results and the worst recession alternated, the intensity of labor-management conflict increased.

Key Details

Labor-Management Bargaining Structure

Multiple labor unions exist at SK hynix, including a branch affiliated with the Korean Metal Workers' Union under the Korean Confederation of Trade Unions (KCTU) and organizations affiliated with the Federation of Korean Trade Unions (FKTU). Once a representative union is selected through the bargaining channel unification procedure, the company conducts main bargaining with that representative union. Given the workplace's high proportion of production workers, the demands of the unions at the domestic Icheon and Cheongju sites form the central axis of negotiations, while the working conditions of overseas subsidiaries and partner companies are often handled as separate agenda items.

Core Issues

  • Base pay increase rate: The size of the increase, taking into account the inflation rate and wage competitiveness in the industry, becomes the starting point of working-level negotiations each year. The union typically proposes a rate approaching double digits, while the company offers a conservative level citing management uncertainty, leading to a tug-of-war.
  • Performance bonus systems (PS·PI): SK hynix operates a Profit Sharing (PS) bonus and a Productivity Incentive (PI), among others. PS is known to be structured so that it can be paid at up to 1000% of base pay, funded by a certain percentage of operating profit, which makes the criteria for calculating the payout rate and adjustments to the cap the biggest issue.
  • Encouragement bonuses and special compensation: Quarterly or semi-annual encouragement bonuses, and whether to introduce separate compensation for the performance of specific sectors such as wireless communications and AI memory, also come to the negotiating table.
  • Employment stability and the retirement age: Extending the retirement age, reforming the peak wage system, and provisions for reassignment and outplacement support in the event of restructuring are the matters to which the union reacts most sensitively.
  • Working hours and welfare: Shift system reform, the expansion of remote and flexible work, and expanded health checkups and medical support are also included as secondary agenda items.

Negotiation Procedure

Typically, the union finalizes its demands in the first half of the year and begins working-level negotiations, leading to main bargaining and the drawing up of a tentative agreement in the second half. The tentative agreement is approved through a vote at a general meeting of union members, and if rejected, it moves to renegotiation or dispute action procedures. There have also been years in which the process went as far as the union filing for mediation with the National Labor Relations Commission and holding a strike authorization vote.

Recent Trends

In 2024, SK hynix recorded near-record operating profit driven by the surge in demand for AI memory such as HBM (High Bandwidth Memory), which immediately led to a debate over the size of performance bonuses. As internal backlash grew over the PS payout rate falling short of expectations despite the surge in earnings, the transparency of the payout rate calculation formula and the creation of a special encouragement bonus were raised as major demands in the 2024–2025 wage and collective bargaining.

In 2025, reports continued that the level of conflict rose further, with the union going through the procedure to approve dispute action, including a strike, for the first time since the company's founding. With conflicting signals coexisting — forecasts that the semiconductor boom may pass its peak and enter a correction phase, and the expansion of AI infrastructure investment — the company emphasizes "securing funds for future investment" while the union emphasizes "compensation commensurate with performance." In addition, the "comparison effect," in which the outcome of wage and collective bargaining at competitors such as Samsung Electronics serves as a benchmark for wage negotiations, has become pronounced, and the need to introduce stock-based compensation such as RSUs (restricted stock units) has emerged as a common agenda item for both labor and management.
