Spitto
Overview
Spitto (스피또) is South Korea's flagship instant lottery (scratch-off lottery) brand, issued and sold by Donghaeng Bokgwon (동행복권, the national lottery operator). Unlike draw-based lotteries, the result can be checked immediately upon purchase by scratching off the foil with a coin or fingernail, which is why it is called an "instant lottery." It is divided into several lineups such as Spitto 500, 1000, 2000, and 5000 according to the price per ticket, and the structure is such that the higher the price, the greater the first-prize payout and the winning probability.

The defining characteristic of an instant lottery is that the result is determined on the spot, with no need to wait for a separate draw broadcast or draw date. The winning outcome is fixed at the moment of purchase, and there is steady demand because of the immediate thrill (excitement) that the act of scratching itself provides. Spitto is distributed mainly through offline channels such as convenience stores nationwide, lottery retailers, and some newsstands.
Lineup
- Spitto 500: 500 won per ticket. It offers high accessibility at a relatively low price and is composed mainly of small-value prizes.
- Spitto 1000: 1,000 won per ticket. It is one of the most popular basic lineups.
- Spitto 2000: 2,000 won per ticket. It is the flagship product group in the mid-price range.
- Spitto 5000: 5,000 won per ticket. It is the highest-priced lineup in the Spitto series, and includes high-value products whose first-prize payout reaches as much as around 2 billion won.
Each lineup is periodically revamped in design and game format to reflect seasonal or commemorative themes. The first-prize payout, winning probability, and total issue volume are announced for each product, and the probability information can be checked in notices posted at retailers and on the official Donghaeng Bokgwon website.
Prize Checking and Payment
The prize payment procedure is divided according to the amount. In general, small amounts (50,000 won or less) can be received immediately in cash at the retailer where the ticket was purchased, while prizes exceeding 50,000 won must be collected at the Donghaeng Bokgwon headquarters or a designated financial institution branch (such as NongHyup Bank). For high-value prizes, procedures such as presenting identification, withholding of taxes (income tax and local income tax), and filling out a prize payment application form are required. Claims for payment have a certain validity period, and prizes cannot be received after the deadline, so caution is required.
Legal and Institutional Background
Lotteries are issued by the state or an operator designated by the state under the "Lottery and Lottery Fund Act," and a portion of sales revenue is contributed to the Lottery Fund and used for public-interest purposes such as support for low-income groups and cultural, welfare, and educational projects. Minors under the age of 19 cannot purchase lottery tickets, and retailers bear the obligation of age verification, including checking identification. Online lottery purchasing is permitted only on a limited basis, and instant lotteries are in principle operated mainly through offline sales.
Social Issues
It has been pointed out that instant lotteries carry the risk of leading to gambling-type consumption because results are confirmed immediately. In practice, household financial burdens from excessive purchasing, addiction problems, and cases of failure to block youth access have been raised as social issues. Accordingly, Donghaeng Bokgwon and the government are carrying out both promotional campaigns to foster a healthy lottery culture and addiction prevention counseling (in connection with the Korea Center on Gambling Problems).

Entering 2024–2025, the instant lottery market has seen continued lineup revamps along with an increase in sales. The Spitto series is evolving in a direction that enhances accessibility for younger generations through season-limited editions, collaboration designs, and products with simplified game rules. In addition, there is a growing trend of demand for mobile app- and QR code-based checking services to improve the convenience of prize confirmation, as well as for transparent disclosure of winning probability and issue volume information. Conversely, discussions are also under way on strengthening regulations to block youth purchases and prevent addiction, and on tightening supervision and management of retailers. Another notable recent trend is the repeated news reports that lottery sales have hit all-time highs, as prolonged high inflation and high interest rates have increased the "lotto and instant lottery mentality" of seeking large rewards with small amounts of money.
