A neighborhood in Dongjak-gu, Seoul, famous for its large fish market and civil service exam academy district; a transportation and education hub in southern Seoul.

Noryangjin

Overview

Noryangjin is a neighborhood in the northern part of Dongjak-gu, Seoul, located on the south bank of the Han River. It is home to Noryangjin Fish Market, South Korea's largest seafood wholesale market, and to a nationwide academy district for civil service exam preparation (so-called 'gongsisaeng'). Starting as a Han River ferry landing during the Joseon dynasty, it grew into a distribution, education, and transportation hub in southern Seoul with the opening of railways and subway lines and the concentration of markets and academies. Today, it is changing rapidly as long-standing commercial districts, redevelopment projects, and shifts in the civil service exam boom intersect.

Geography and Administration

Noryangjin centers on the Noryangjin-dong and Bon-dong areas of Dongjak-gu and faces Yeouido and Yongsan across the Han River. To the north is the Han River; to the east, Daebang-dong and Sindabang-dong; to the west, Dongjak-dong and Heukseok-dong. Olympic-daero and Nodeul-ro pass through, and residential areas are a mix of older multi-household and multi-family houses, small commercial buildings, and recently built apartments. Administratively, it comprises Noryangjin 1-dong and Noryangjin 2-dong, and its population has recently been declining due to factors such as redevelopment relocation.

History

During the Joseon dynasty, Noryangjin was the site of Nodeul Ferry, a major ferry landing on the south bank of the Han River; it was a gateway to the Three Southern Provinces and a strategic military point. As water transport developed, it became a transportation hub for people and goods, and during the Japanese colonial period, a railway linking Gyeongseong and Suwon was laid, leading to the formation of a modern urban area. Noryangjin was once a gathering point for Han River logistics, and after a fish market was established in 1927, the fish market commercial district developed. Sayuksin History Park, which contains the tombs of the Six Martyred Ministers who were executed for attempting to restore King Danjong during the reign of King Sejo, is a representative historical site in the area. For reference, the Battle of Noryang, in which Yi Sun-sin won his final victory during the Imjin War, took place in the Noryang Strait in the South Sea; it shares only the place name with Seoul's Noryangjin and is a different location.

Noryangjin Fish Market

Since opening in 1927, Noryangjin Fish Market has served as a central hub of Korea's seafood distribution and boasts one of the largest consignment auction markets in the country. A modern building was constructed in 1971, and after a large-scale modernization project in 2016, it was reorganized into a complex facility combining seafood wholesale and retail, and sashimi restaurant arcades with new buildings. Early-morning auctions, consignment sales, and live and fresh fish transactions are active, and on weekends the area is crowded with citizens visiting sashimi restaurants and seafood eateries. Seafood festivals and various food events are held nearby, establishing it as a representative tourism and culinary destination in Seoul.

Academy District and Gongsisaeng Culture

The academy district formed around exits 1 and 2 of Noryangjin Station is one of the largest 'exam villages' in the country, attracting examinees preparing for Grade 9 civil service exams, police and firefighter exams, teacher appointment exams, and various national certification tests. Large lecture halls, reading rooms, study rooms, gosiwon (exam-prep lodging), inexpensive restaurants, and convenience stores are densely packed, so the daily lives of examinees are intertwined with the local commercial district. The phrase 'studying in Noryangjin' has become fixed as a symbol of a particular examinee culture, and the academy district and streets come alive each exam season.

Transportation and Accessibility

Noryangjin Station is a transfer station for Seoul Metropolitan Subway Line 1 and Line 9, offering excellent access to central Seoul, Gangnam, and Yeouido. The Line 9 express train allows rapid travel to Yeouido and the Gangnam area, making it popular among both office workers and examinees. By road, Olympic-daero and Nodeul-ro connect the area, with abundant private car and bus routes, and Yongsan can also be reached via Hangang Bridge and Nodeulseom.

Attractions and Culture

Representative sites include Sayuksin History Park and the Tombs of the Six Martyred Ministers, Noryangjin Reservoir Swimming Pool, and Noryangjin Catholic Church. Nearby Nodeulseom is a Han River attraction hosting performances and cultural events and is often visited together with Noryangjin. The Seoul National Cemetery is also close, continuing the route for historical and cultural exploration.

Recent Trends

In 2024–2025, Noryangjin is in a period of upheaval as redevelopment and commercial reorganization proceed simultaneously. As redevelopment improvement projects in the Noryangjin area accelerate, old multi-household residential areas are being transformed into new apartment complexes, and the resulting rent increases and commercial displacement have emerged as major local issues. At Noryangjin Fish Market, discussions continue over merchant rents, operating methods, and facility revitalization, and there is active movement to seek a way forward through expanded online sales and delivery services and the introduction of experience- and tourism-oriented content. The academy district is also facing change. As preference for civil service exams has declined from past levels and the number of test-takers has shrunk, the structure centered on large academies is being shaken, while study cafes, cafes, and youth startup stores are increasing instead. Transportation discussions over Line 9 congestion and improved access to Yeouido, as well as cultural tourism revitalization linked with Nodeulseom, are also emerging as local topics.
