I saw the reform plan that just came out, and the differences between local governments are so huge that I can't tell what's what. Is this the year to buy?

The disparity between local governments has always been severe lol. Last year, my friend got 900 in the provinces, but since I'm in Seoul, I couldn't even get 300. It's just luck where you live.

You asking if you should buy this year? That depends on how urgent it is for you. If you need a car, buy one; if not, just wait it out.
