Goyang
Overview
Goyang is a large city with a population of approximately 1.07 million located in west-central Gyeonggi Province, and is a core city in the Seoul metropolitan area that directly borders the northwestern part of Seoul. It was elevated from Goyang County to a city in 1992, and in January 2022, along with Suwon, Yongin, and Changwon, it was designated a special city. Its major characteristic is the coexistence within one city of a planned urban area centered on Ilsan New Town, developed in the 1990s, and long-standing historical and cultural resources in the Deogyang-gu area.

History and Administrative Districts
Goyang has been a military and transportation hub on the north bank of the Han River since the Three Kingdoms period. During the Goryeo and Joseon periods, it was an outer area defending Hanyang, and defensive strongholds such as Haengjusanseong were located here; royal tombs of the Joseon royal family, Seooreung and Seosamneung, were also established. In the modern era, it remained Goyang County for a long time before being elevated to a city in 1992, and with the introduction of the district system in 1996, Deogyang-gu and Ilsan-gu were established. Later, Ilsan-gu was divided into Ilsandong-gu and Ilsanseo-gu, and it currently operates under a three-district system: Deogyang-gu, Ilsandong-gu, and Ilsanseo-gu. City Hall is in Deogyang-gu, and an annex and on-site administrative functions are located in the Ilsan area.
With its designation as a special city in 2022, it secured some autonomous authorities and financial support granted to large cities with populations of over 1 million, and the scope of consultation with the central government and Gyeonggi Province in the fields of urban planning, housing, and welfare was expanded.
Geography and Urban Structure
Goyang borders Seoul's Eunpyeong-gu and Mapo-gu to the east, Seoul's Gangseo-gu and Yangcheon-gu across the Han River to the south, Gimpo to the west, and Paju to the north. The city is broadly divided into two axes. Deogyang-gu in the southeast is an area where the old city, rural areas, and historical sites are mixed, while the Ilsan area in the northwest is a planned city created through large-scale residential land development in the early 1990s. Ilsan New Town is evaluated as a representative example of Korean new town planning, with standardized grid roads, extensive green space, and a park system centered on the lake park. Meanwhile, the Hwajeong and Wondang areas serve as the center of Deogyang-gu, where administrative and commercial functions are concentrated.
Population and Housing
Population grew rapidly due to move-ins to Ilsan New Town in the 1990s, exceeding 1 million, and has since remained steadily in the 1 million range. Recently, however, the population has shown a trend of stagnation or slight decline due to aging, an increase in single-person households, and residential migration caused by the deterioration of the new town. In response, Goyang is pursuing urban reorganization by combining reconstruction and redevelopment projects with new residential land development such as Changneung New Town.
Economy and Industry
Goyang's industrial structure has traditionally had a high proportion of distribution, services, public administration, and culture. In the Ilsan area, the exhibition and convention industry has formed around KINTEX, and large complex shopping malls and logistics and distribution facilities are located in Deogyang-gu. Its manufacturing base was relatively weak, but recently it has sought to foster high-tech and knowledge industries by attracting Ilsan Techno Valley, the Broadcast and Video Valley, and R&D facilities. With excellent accessibility to Seoul, it has a strong population inflow and consumption base, but enhancing job self-sufficiency has long remained a policy challenge.
Transportation
Goyang is a nodal point for transportation in the northwestern Seoul metropolitan area. Seoul Subway Line 3 is directly connected to the Ilsan Line and links to central Seoul, and the Gyeongui-Jungang Line, Seohae Line, and Gimpo Goldline pass through several stations in the city. By road, Jayu-ro, the Seoul Ring Expressway, and Tongil-ro form major arterial axes. With the phased opening of the GTX-A line of the Great Train eXpress in 2024, the Goyang section, including KINTEX Station and Daegok Station, was connected at high speed to central Seoul, greatly improving commuting conditions. Daegok Station is growing into a complex transfer hub where GTX-A, Line 3, the Gyeongui-Jungang Line, and the Seohae Line meet.
Culture, Tourism, and Education
It is rich in cultural resources. The Goyang International Flower Festival is held every spring at Ilsan Lake Park, and Haengjusanseong is the site of the Haengju Great Victory during the Imjin War and serves as a center for history education and tourism. Seooreung and Seosamneung are cultural heritage sites of the Joseon royal family, and performance facilities such as Goyang Oulim Nuri and Aram Nuri serve as hubs for local culture and arts. A number of broadcasting and video-related facilities and studios are also located here, forming a foundation for the content industry. In education, elementary, middle, and high schools are evenly distributed, a private academy district has developed centered on the Ilsan area, and campuses of several universities and research institutions are located here.
Recent Trends
The biggest change in Goyang in 2024–2025 is the expansion of the metropolitan railway network. With the phased opening of GTX-A, travel time from the Ilsan and KINTEX areas to central Seoul has been greatly shortened, directly affecting residential preferences, commercial districts, and exhibition and convention demand. At the same time, the Daegok Station area development, Ilsan Techno Valley creation, and Broadcast and Video Valley project are underway, and housing supply and metropolitan transportation improvements are being pursued in parallel through third-generation new town projects including Changneung New Town.
On the other hand, maintenance demand due to the aging of the new town, commercial vacancy problems, lack of youth jobs, and responding to aging have emerged as major issues. Goyang is using its special city status to set expansion of self-sufficiency functions, improvement of living infrastructure, and fostering of culture and tourism content as key policy directions, and in 2025 it is reorganizing mid- to long-term plans centered on attracting high-tech industries, urban maintenance, and upgrading the transportation transfer system.
