Jangsaengpo Whale Culture Special Zone
Overview
The Jangsaengpo Whale Culture Special Zone (장생포고래문화특구) is a whale-themed tourism and culture special zone created around Jangsaengpo in Nam-gu, Ulsan Metropolitan City. Drawing on the historical identity of Jangsaengpo, once South Korea's largest whaling base, it was developed as a complex tourism complex that brings together whale-themed museums, experience facilities, a culture village, and marine tourism programs. As a tourist special zone (culture special zone) designated by the Ministry of Culture, Sports and Tourism, it functions as a representative tourism brand of Ulsan and a key hub for revitalizing the local economy.

Historical Background
Jangsaengpo was the center of the whaling industry on the east coast of the Korean Peninsula from the Japanese colonial period until the 1980s. In the mid-20th century, many of the nation's whaling ships used Jangsaengpo as their home port, and it flourished through related industries handling whale meat and oil. However, when the International Whaling Commission (IWC) decided to ban commercial whaling in 1986, the whaling industry rapidly declined, and the local economy entered a period of stagnation. Ulsan City and Nam-gu turned this crisis into an opportunity to convert the region's unique "whale" resource into tourism content, and the result is the Jangsaengpo Whale Culture Special Zone.
Major Facilities
- Jangsaengpo Whale Museum: A specialized whale museum opened in 2005, covering the history of whales and the whaling industry, including whaling tools, whale skeleton specimens, and the story of the gray whale.
- Whale Ecology Experience Center: An aquarium facility where live dolphins can be viewed, offering a space to see large dolphins up close.
- Whale Culture Village (around the old Jangsaengpo village): A theme village that reproduces the alleys and residential scenery of Jangsaengpo during the heyday of whaling in the 1960s–70s, with murals, sculptures, and experience programs.
- Whale Sea Tour Ship: A marine tourism program that departs from Jangsaengpo Port to observe actual whales, and is a representative experience product of the special zone.
- Whale Plaza and Whale Sculptures: Large whale sculptures, walking paths, and observation facilities are arranged throughout the special zone.
Festivals and Programs
The Ulsan Whale Festival is held mainly in spring and autumn each year, featuring whale parades, experience booths, performances, and more. In addition, nighttime landscape lighting, whale-themed experience classes, and educational programs for children are operated year-round.
Recent Trends
Recently, there has been a clear movement away from simple viewing-oriented tourism toward stay-type and experience-oriented tourism. In connection with the re-designation of the special zone, maintenance of aging facilities, introduction of media art and nighttime content, and redevelopment around Jangsaengpo Port are being pursued. At the same time, as the animal welfare debate over dolphin breeding at the Whale Ecology Experience Center continues, demands are growing to improve exhibition methods or consider release into the wild. Accordingly, there is a trend of simultaneously improving the aquarium environment and expanding alternative content (such as virtual reality and video exhibitions). In addition, fostering a night market and local content linked to the local commercial district, and expanding the operation of the Whale Sea Tour Ship, are being discussed as major tasks.
